English summary: From the Barcelona Process and the Euro-Mediterranean Partnership in 1995, to the Union for the Mediterranean in 2008, the European Union has contributed to the development of the countries in North Africa and the Middle East bordering the Mediterranean Sea. Silvia Colombo, researcher at Iai (“Istituto per gli affari internazionali”, Institute of International Affairs), was interviewed about this issue. The article presents cases of success but also shows that the path to accomplish all the goals is still long. Expectations for development now depend on the European Neighbourhood Partnership Instrument (ENPI), which mainly funds sustainable development projects and focuses much of its attention on the environment and alternative energy resources.
